“MAZAB – Adjusting qualifications to achieve professional recognition” model project at zukunft im zentrum

The model project run by zukunft im zentrum GmbH focuses on a task which has been largely unresolved since the federal government introduced the Recognition Act: offering a qualification adjustment service. Because “no full equivalence” is one of the common outcomes of recognition processes. In this case, applicants should have the option of obtaining professional recognition through a personalised qualification adjustment – without having to sit an aptitude test. But no such standardised service currently exists in Berlin.  

In co-operation with chambers, businesses and educational providers, the model project seeks to ensure individual qualification adjustments are developed, performed, assessed and prepared for Germany-wide transfer for two to four recognised trades/occupations governed by the IHK (Chamber of Commerce & Industry) or the HWK Berlin (Berlin Chamber of Crafts).

The need for action

Innovative ideas are the order of the day. They also need to be transferable and feasible for the long term. Because qualification adjustments as defined by the federal government’s Recognition Act give specialists with foreign vocational qualifications precisely the knowledge and skills they need in order to achieve full equivalence with the relevant German professions. It is a question of providing services for a very diverse target group holding a wide range of professional qualifications from their countries of origin, and who require personalised training tailored to their specific needs. The demands and motivation levels of those seeking recognition are also unknown factors. The MAZAB model project will thus first thoroughly analyse their requirements, and choose two to four recognised trades/occupations. The resulting measures have to live up to high standards: they must convince the competent centres that they should be certified and offered nationwide

The process

If the analysis identifies suitable professions, work commences on developing the relevant services. This is particularly aimed at employees and their employers, because the idea is to provide the qualification adjustment options along with other additional services – on the job, face-to-face training, or through media-based teaching and learning. Language support and advanced educational aids are other standards which need to be upheld. zukunft im zentrum considers itself a service partner, moderator and developer here, in co-operation with the competent centres and educational providers in Berlin.

The test runs for the qualification adjustments are due to commence in early 2014, and will last between six and twelve months. This will then be followed by a period of reflection and discussion with the participants, the competent centre, and the selected educational service provider

The aim of the model project

By the end of the model project, the aim is to have between two and four qualification adjustments with language support and advanced educational aids. The qualifications should be able to be incorporated into the services offered by employment agencies and job centres, and certified in accordance with their regulations.
